I'm Scott Robertson Dyer; a
candidate running for the District 2 seat on the Montgomery County Council. I'm
a lifelong resident of Montgomery County and reside in Montgomery Village with
my wife, Joy Kraus Dyer, a lifelong County resident as well. As a homeowner
starting a family here, this is where our family will continue to live for
generations to come. I know firsthand about life in Montgomery County and the
issues important to its residents, as well as what needs to be done to preserve
a high quality of life.
My
wife and I are fortunate enough to come from families with noted service to the
community, proud military service, family values, ethics, and exceptional
character. I'm the youngest son of two very well-respected members of our
community, Dr. Robert Francis Dyer, Jr., MD, a licensed physician with a private
practice covering cardiology and internal medicine, and his wife Doris Swain
Dyer, RN, a registered nurse. They have raised four children, including myself,
who also continue to live locally in the County. My wife, Joy Kraus Dyer, is
the daughter and only child of two very well-respected members of our community,
Mr. John Edward Kraus, a licensed Architect and his wife Judith Allen Kraus, who
are lifelong residents of Montgomery County and reside in Montgomery Village.
My wife and I are both
graduates of the Montgomery County Public School System, and we were both
commuter students who worked our way through college, at Montgomery College and
Marymount University. I received my Bachelor’s degree in Business Administration
and Joy received both an Associate’s degree from Montgomery College and a
Bachelor’s degree from Marymount University, in Interior Design. My wife Joy
Kraus Dyer works as a senior Interior Designer/Project Manager for a local
architectural firm in Rockville, MD, and has worked in that field for over ten
years since receiving her degrees.
During my time at Marymount
University, I became a recognized student leader, including chartering a chapter
and elected to serve as President, of the nationally and internationally
recognized not-for-profit organization, Students In Free Enterprise (S.I.F.E.).
S.I.F.E. promotes teaching entrepreneurship, ethics, personal finance and small
business finance skills, market economics, and other important business skills,
by the student participants in each chapter. My chapter, along with myself
personally as President, was recognized by the S.I.F.E. organization for the
accomplishments in assisting future entrepreneurs and students, as well as small
business owners to succeed. I continue to promote Students In Free Enterprise (S.I.F.E.),
and support the Marymount University chapter, through serving on their Business
Advisory Board.
Professional Career
Currently, I work
for the Maryland State Government at the Maryland Department of Transportation (MDOT).
My role is Assistant to the Deputy Secretary of Transportation. As Assistant to
the Deputy Secretary of Transportation at MDOT, I have been able to serve as a
Special Assistant to the Secretary of Transportation, chair and serve on
numerous committees, coordinate with local/state/federal elected officials and
agencies, assist with State legislation and hearings, hold and attend meetings,
provide follow-ups on inquiries made and problems to be solved, including by the
general public, and recommend changes to policies and procedures. I have also
had the opportunity to assist with Federal and State law compliance, including
notably Limited English Proficiency (LEP) under Title VI. I have been trained
and certified by the State of Maryland in Mediation, Conflict Resolution, and
Alternative Dispute Resolution, which I utilize at MDOT and State
Government-wide to assist with employment disputes and other situations
requiring independent assistance to resolve. Additionally, I have assisted on
transit-oriented and mixed-use development projects, as well as right-of-way
utilization and intersection improvements. I also have assisted on projects
involving homeland security, public safety, disaster response and evacuation
preparation, ADA compliance, and environmental management and compliance. I have
represented MDOT at events and meetings, as well as done outreach to promote our
services and projects to the public.
I also have currently completed the
required real estate training classes with Long & Foster Real Estate, Inc., the
largest real estate company in the Mid-Atlantic region. I will be soon taking
the State certification exam to become a licensed real estate agent in the State
of Maryland.
Before joining MDOT, I worked
for the Federal Government at the United States Department of Agriculture
(USDA). My role was Procurement Analyst and Disadvantaged Small Business
Coordinator. At USDA I was able to ensure accurate financial accounting and
balanced budgeting, promote Federal Procurement opportunities to disadvantaged
small businesses, and provide timely and accurate analysis and reports to senior
staff, in addition to data entry of Procurements. I also assisted on projects,
including marketing literature and presentations for promoting USDA employment,
services, and Procurement opportunities.
Before joining USDA,
I worked for a private healthcare provider in Montgomery County, as an office
manager.

Community
Service
I have been active in the
community all my life, as a volunteer and eventually as also a leader. Most recently
I had the opportunity to volunteer at a local elementary school, reading to the
1st graders on a monthly basis, giving me the opportunity to encourage children
to read and be a good role model. I am a regular Red Cross Blood Donor,
active with fundraising activities and awareness for Juvenile Diabetes Research
Foundation (JDRF), active with the S.I.F.E. Alumni Network, and active with the
Marymount University Alumni Network, as well as active with St. Patrick's
Catholic Church. In 2002, I was elected At-Large, to a four
year term on the Montgomery County Republican Central Committee. I have been
recognized by the President, Governor, and others for my leadership and
volunteer work in the community. I am a community leader and activist on issues
that affect both our community as well as the rest of the County and State-wide,
and active with our local homeowners association. I am also an official voter
registrar for the Montgomery County Board of Elections, and have volunteered and
continue to volunteer regularly to register new voters.
My wife Joy Kraus Dyer has
also
