District 2 Republican wants planning reform

Republican Scott R. Dyer will run for the County Council in District 2, which includes the upcounty including Germantown, Clarksburg, Damascus and Laytonsville and Olney and parts of Gaithersburg.

The lifelong county resident is challenging first-term Councilman Michael J. Knapp (D) of Germantown, who will face health care consultant Sharon Dooley in the Democratic primary.

‘‘District 2 needs leadership that is local to the area and a leader who is familiar with all of our issues,” Dyer said. ‘‘I am committed to remaining in Montgomery County to raise my family, care for my parents in their retirement ... and continue to make a difference in improving the quality of life for all who call Montgomery County home.”

District 2 has remained in the news as county officials work to correct a defective planning process brought to light with the Clarksburg Town Center development.

To combat future planning problems, Dyer is proposing continuing education and training requirements for Planning Board and Permitting Services staff.

‘‘Under my leadership, the Planning Board members will be chosen based on actual qualifications ... No longer will acceptable applicants be approved on the basis of special favors to friends ...,” he said.

Dyer supports reimbursing the Clarksburg residents who uncovered the planning problems, full enforcement of the affordable housing laws and combining various planning departments.

In addition to planning, Dyer’s platform includes a ‘‘multimodal” regional approach to transportation, combining new roads with car sharing and alternative fuel programs. If elected, he will work to increase safe deer hunting opportunities, increase trash collection and initiate a study of alternative fuels.
